Notice of Funding Availability - Innovative Mobility Initiative


Description:

The New York State Department of Transportation (NYSDOT) is announcing funding
availability and seeking proposals from eligible qualified applicants to develop and operate
on-demand transit as part of an Innovative Transit Mobility Pilot Program (Innovative
Mobility Initiative) as authorized by Chapter 53 of the Laws of 2023. The Innovative
Mobility Initiative allocated funding to expand service offerings that support riders facing
barriers when accessing traditional transit by funding the creation of new transit
alternatives. The legislative initiative makes available up to $3 million for capital and
operating expenses for smaller transit systems through this competitive solicitation. Up
to $5 million of additional funds are also available, for capital expenses only, via
NYSDOT’s allotment from the federal Carbon Reduction Program (CRP). These are for
innovative approaches to demand-response / on-demand public transit, including
microtransit, that expands coverage and makes transit accessible to a larger geographic
location.
The Innovative Mobility Initiative advances the Department’s goals by helping
transit providers in New York expand their services to the public, and by supporting
the Climate Leadership and Community Protection Act’s objectives to lower carbon
emissions by reducing single-occupant vehicular travel.
Microtransit service refers to transportation by an accessible multi-passenger vehicle that
uses a digital network or software application to offer on-demand service in response to
individual or aggregate consumer demand. It has the potential to impact the public
positively and directly by filling gaps in the State’s public transportation system, bringing
service to underserved communities, improving first mile/last mile connections, and/or
making transit a more viable option to a broader range of the general public.
