Online Proctoring Services


Description:

The City University of New York (CUNY) in inviting qualified firms to submit proposals for an innovative proctoring solution that can support the integrity of online assessments across diverse academic programs. The solution should provide strong capabilities around identity validation, environment monitoring, anomaly detection, and academic integrity violation. The solution should leverage automation, artificial intelligence (“AI”), and live proctors to provide flexible, scalable for long-term multi-year adoption and storage, and comprehensive support for online test integrity. The solution must include analytics and reporting tools that help test owners and instructors manage and analyze exam data and deliver key system metrics for administrators around usage for their institution. The Vendor shall store the data for seven (7) years. Proposers are asked to carefully read and review this document to determine your qualifications before submitting a proposal.

Any procurement resulting from this advertisement shall be subject to New York State Appendix A, CUNY Purchase Order Terms and Conditions, and/or a standard CUNY  agreement.

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act

Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.

  1. "Offeror’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
  2. “Offeror’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”

Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of University Controller (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:

Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law and could result in disqualification of that vendor.
