Leadership Development Program for OSC
Description:
The New York State Office of the State Comptroller (“OSC”) intends to procure Leadership Development Training pursuant to its discretionary purchasing authority under State Finance Law § 163(6). This procurement opportunity is limited to businesses certified pursuant to Article 15-A of the New York State Executive Law, and businesses certified pursuant to Article 3 of the Veterans’ Services Law.
BACKGROUND
The mission of OSC’s Division of Human Resources (“HR”) is “to help the enterprise manage OSC resources, ensuring critical services and strategic priorities are accomplished.” One of the strategic goals of HR is to create and promote programs at OSC that foster a culture of inclusion, acceptance, and high performance. OSC requires a Leadership Development Program (“LDP”) to be delivered to OSC’s middle and upper management to support management’s leadership roles in the agency and to foster consistency among agency leaders.
To ensure that OSC epitomizes the Comptroller’s vision for government excellence, OSC managers must create a culture that values performance, results, and the personal and professional development of staff at all levels. In supporting this culture, OSC managers are held to the following expectations: be a communication manager; build accountability; be customer centered; provide strategic direction; foster a healthy and productive working and learning environment; be a developer and builder of people; and be self-aware. OSC has determined the three competency areas that are of greatest importance to achieve OSC’s goals now and in the future: Leading Yourself, Leading Others, and Leading the Organization.
DESCRIPTION OF REQUIREMENTS
The selected proposer (the “Contractor”) will provide annual training and consulting services to OSC and work with HR to offer an LDP.
During the term of the Agreement, the Contractor shall:
- Provide an annual executive overview to OSC executive management before the beginning of each Cohort, either in-person or virtually, as determined by HR.
- Cooperate with HR to develop an annual workplan (the “Workplan”), which must address the timing for all deliverables listed in Attachment B (Fee Schedule and Deliverables) and the program objectives and course topics listed in Attachment C (Draft Leadership Development Program Objectives and Course Topics) and this advertisement.
- The Contractor and HR will cooperate to finalize the initial Workplan within 60 calendar days of contract execution. For years two through five of the Agreement, the Contractor and HR will, at HR’s discretion, cooperate to finalize a revised Workplan within 60 days of the anniversary of the Agreement.
- The Contractor shall provide HR with final copies of all course materials at least 30 calendar days before the start of each Cohort.
- HR may modify the Workplan or the course materials at any time by providing written notification to the Contractor. Such modification may amend the timing, remove or substitute deliverables, and/or make other revisions; however, no such modification may increase the cost of the services.
- Provide an annual leadership development training course (each, A “Cohort”) for up to 40 participants.
- Cohorts may be delivered in-person, at a venue specified by HR, or virtually, as determined by HR.
- If delivered in-person, the Cohort must be delivered in two four-day segments (eight days total) consisting of full day sessions in or around Albany, New York.
- If delivered virtually, the Cohort must be delivered in two eight-day segments (16 days total) consisting of half day Virtual training must be delivered via WebEx, Microsoft Teams, or another videoconferencing software acceptable to HR.
- The dates of each Cohort will be mutually agreed upon by Contractor and HR in the spring of each contract year.
- Upon HR’s request, provide one, one-hour presentation, either in-person or virtually, as determined by HR, to OSC’s Community of Practice on topics that are relevant to learning from the LDP, as communicated to the Contractor by HR.
For each Cohort, the Contractor shall:
- Provide one Instructor for classes of 24 or fewer participants and provide two Instructors for classes of 25 to 40
- Review project proposals submitted by up to 40 participants prior to the training.
- Develop and assess homework assignments for up to 40 participants.
- Provide course materials for up to 40 participants.
- Provide certificates of completion for up to 40 participants upon the participants’ completion of a Cohort.
- Tailored each Cohort for middle and upper management leaders who have already received basic supervisory training. Each Cohort should address the following competencies:
- Administrative/Organizational Ability;
- Influencing, Leadership, and Power;
- Strategic Perspective;
- Results Orientation;
- Building Collaborative Relationships;
- Respect for Differences;
- Leading Employees;
- Developing and Empowering;
- Composure;
- Change Management;
- Confronting Problem Employees; and
- Self-awareness.
OSC may cancel a Cohort or executive overview by providing the Contractor with at least 30 calendar days’ notice of its decision to cancel prior to the start of the Cohort. The parties may agree to reschedule a Cohort at a later time within the same contract year.
Additional Considerations:
- OSC intends to secure the personal services of the Contractor because of the ability and reputation of the Contractor and its staff. Therefore, the Contractor may not subcontract out any of the services in the “Description Requirements” above.
- The Proposer's Cost Proposal, located in Attachment B (Fee Schedule and Deliverables), must be inclusive of all costs necessary to provide the services, other than travel costs. Cost Proposals must be inclusive of training plan development, instructor fees, overhead, equipment, tools, software, all course-related printing, shipping, and handling expenses for course-related materials, and all other costs necessary to provide the services. The selected Proposer must provide its own equipment, software, internet connection, and any other tools necessary to conduct virtual training, if OSC elects to receive virtual training.
MINIMUM QUALIFICATIONS
The Contractor must meet the following minimum qualifications to be considered for contract award:
- The Contractor must have a minimum of five years’ experience providing leadership training to government entities.
- The Contractor must identify at least two Instructors who will be presenting the courses, each of which must have a minimum of five years’ experience providing leadership training to government entities.
OSC RESPONSIBILITIES
OSC will provide the Contractor with a classroom learning environment and clear directions to all classroom facilities, if electing for in-person training in or around Albany, New York:
OSC will provide the Contractor with a guaranteed participant count no later than 10 business days prior to the start of each Cohort, including a list of the participants’ names, titles, and email addresses.
SUBMISSION REQUIREMENTS
Vendors responding to this solicitation should submit the following:
- A brief description of your organization as it relates to supporting leadership development.
- A list of government entities your organization has provided with leadership development training, including the training dates and contact information to verify training was provided.
- A sample of leadership training programs your organization has developed that fit the competencies outlined above (to be attached to the Contract as Attachment C [Draft Leadership Development Program Objectives and Course Topics]).
- A Certification as a NYS Minority- and/or Woman-owned Business Enterprise or a NYS Service-Disabled Veteran-Owned Business.
- Resumes for each proposed Instructor.
- Attachment B (Fee Schedule and Deliverables).

Proposers must be willing to enter into an agreement with the terms materially the same as those of the Draft Contract posted to the OSC website should they be selected for contract award.
